I don't remember the numbers but is was less than $60M per year I think. Easily within the budget of the EU or any national govt that values digital sovereignty. Also achievable by subscription I think.

STF-style funding encourages projects to seek alternative funding, ideally becoming self-sustainable eventually.
It also helps setting up small organisations with little overhead. YMMV, but I find working at such an organisation ideal – there is a strong focus on the quality of the products rather than externally mandated goals and I have a huge influence on (and, subsequently responsibility for) where things are going.

in reply to Tim Panton • • •@steely_glint Firefox has what, 5% market share these days? Out of a few billion people, that's a couple hundred million people. One in 1000 of those pitch in, that's $25 per month on average *among those* and those $60M/year are in the bank.
One in every 1000 current users times $25/month, for load-bearing software.
Sounds like even a pure donations financing model would be relatively doable, though might well take some government money at least to get the project going.

They're trapped being funded by their main competitor and always flailing around trying to find an alternative source of funding.
