The CDC just confirmed another human H5 bird flu case. This one is concerning because it was discovered in a hospitalized patient with no known animal exposure, and from Missouri, which has not reported any H5 outbreaks in cattle.

Wow. This has to qualify as the strangest question I’ve heard yet!
It depends on what state they’re residents of. In many states they can request ballots remotely & complete them on a computer. If so, the only question is how they return them to their elections office. In some states/counties you can fax them back, but not email (and no postal mail!)
I would imagine that NASA has an answer to this question, as I’m sure it’s come up before.
