What seems more appropriate and human to me:
All our love, support and condolences to the people of Valencia. We wish a lot of luck and strength to the many people still cut off from help.
Secondly, and much less important: blocking roads in & out of oil refineries, etc seems much more useful and effective to me rather that punishing the average joe by blocking a random road.
