The fedi / small site admins who are most worried about the UK’s Online Safety Act are most likely to be admins who already try hard to protect their users, moderate, remove problematic content promptly, etc. The admins who care.
The admins who don’t care about their users will just ignore the OSA, unless (and possibly even then) there is some measure of enforcement.

Perhaps OFcom canj fine big tech and pass on some of the money to the smaller social media sites to help them with the admin of moderation etc.
Would be nice, but probably won't happen.
