Yes use @nextcloud ! Its collective-app also has a nice, small wiki to organize community gardens (as far as I remember the premade example page already is about a community garden)

unlimited storage for free isn't possible, def not if you want something privacy focused. I think it's more realistic to think about the amount of storage you currently need and calculate how much you think it'll grow and take that into account.
Also if you're a non-profit various platforms offer discounts (not free, but still).

I doubt it, but maybe ask thegoodcloud (dutch nextcloud hoster) if they can offer something special.
