German here. We have this stuff in school, extensively. You're describing concentration camps. That is very close to the original german fascism. They didnt initially start with industrial extermination. One could argue that if profit from inmates is the motive, that may not come. But make no mistake. This is still fascism.

Do not try to force a bunch of advantage-creating, invocation, or compelling into the game. Run a normal RPG. If all you do is overcome, attack, defend, don’t worry, just keep playing. You’re still good. Even if you go long stretches without any rolls at all, just old-school-primer-ing your way through the muck, you’re still good.

Trust in letting the fiction drive and remember that aspects are just a confusing word for facts and conversely all facts are aspects. Come up with what a your characters want to do in the game and if what they wanna do leads to create-an-advantage, that’s when you roll for create an advantage. And it’ll happen often enough. It’ll start happening all the time actually. You don’t need to force it.
i wonder if i could effectively run a fate game without giving players character sheets or publicly sharing the mechanics. Just use the system under the hood and let it be all RP at the table. 🤔
I have wanted to try that (and I’ve played, as a player, in a CoC game run that way).
For Fate specifically one of the main obstacles to that is deciding whether to spend stress or take consequences. That is normally a very agential, author-stance level decision. I came up with an algorithm for when to spend stress and when to take consequences. (You want to mostly spend stress since that clears off after the scene.) I don’t remember exactly the algorithm now. The input was the amount of shifts inflicted. To try to make it deterministic. So I could be like “You try to put up your shield but you hear your arm break” only when the deterministic algorithm necessitated a severe consequence and not do that lightly.
Looking beyond Fate and at all games generally, I value accountability and post-game-checkability. I ended up coming up with an entirely different game engine optimized for this style of “all roleplay at the table” type play:
