nice piece, I wouldn't have placed the initial big "wave" of comment removal as having started a decade ago.. but it did! Time flies. The web has become significantly more adversarial since. Strong identity systems that could carry reputation site to site was always the dream, but have proved impossible. Sigh. OTOH, a return to simpler, more document oriented web with less "interactivity" does have its upsides. :)

This is literally something that exists right now, thanks to blog software adopting ActivityPub. There are hundreds of sites running WriteFreely, WordPress, Ghost, etc that you can comment on using your fediverse account. Plus all the IndieWeb sites you can comment on via WebMentions and BridgyFed.

Standing atop a sandbag, Johurul Islam points toward the Brahmaputra River while speaking with a neighbor.
