Just generally, school districts tend to act like they think they're not merely in charge of schools, their grounds, their property, and anything that happens on field trips, but that they're the Children's Government in general.
Even if they were, they'd be an *unelected* government from the perspective of their "citizens". "Student councils" have no actual power, which has the awful knock-on effect that kids are essentially being taught that elections are theatre.
Your cell phone company knows where you are. Some surveillance is necessary, especially the phone one. Can't send a signal to the phone that it can't find.
