A 30th of a second might have frozen them, of course you can still get motion blur and camera shake even then. That most likely may have not had motion blur if taken with Kodachrome 25 -not really available until the 60s.
You can sort of apply the sunny day f16 rule to lots of pics.
Kodachrome was initially available to the public as home movie film, which would have had similar shutter speeds.if around 1/24th of a second.
