Nach einem von Trump veröffentlichten Screenshot der Nachricht versprach ihm Nato-Generalsekretär Mark Rutte in einer persönlichen Textnachricht einen "weiteren großen Erfolg". Wörtlich schrieb Rutte demnach: "Es war nicht einfach, aber wir haben sie alle dazu gebracht, die 5-Prozent-Zusage zu unterzeichnen! Donald, Du hast uns zu einem wirklich, wirklich wichtigen Moment für Amerika, Europa und die Welt geführt. Du wirst etwas erreichen, was kein amerikanischer Präsident seit Jahrzehnten geschafft hat."
Rutte spielte damit auch darauf an, dass sich schon Barack Obama und Joe Biden dafür eingesetzt hatten, dass die Europäer einen deutlich höheren Teil ihres Bruttoinlandsprodukts in Verteidigung investieren, jedoch nur mit begrenztem Erfolg.
