WSJ verified its authenticity w/ several people at the DOJ involved in the investigation, and who could confirm it was part of the evidence they gathered.
In that sense, the veracity of the letter itself as far as its words used on the letter is pretty certain. As to whether Trump had someone write it for him is unknown.
