Probably because the US has a permanent seat on the Security Council and would veto such a resolution. The UK would probably back them up, though it wouldn't be necessary since any one permanent member can veto any binding resolution including member expulsions.

A country can be removed from the United Nations General Assembly via a vote based on the recommendation of the Security Council.

"A Member of the United Nations, which has persistently violated the Principles contained in the present Charter, may be expelled from the Organisation by the General Assembly upon the recommendation of the Security Council," Article 6 of the charter states.
