not necessarily. on a recent trip to Duluth I had my wife drop me off at the top of the plateau. not just to ride back down, i did 110 miles or so, but Munger Trail once up on the plateau is amazingly flat. Minneapolis is pretty flat but I couldn't get a 100 mile course that's nearly as flat. Plus, it's entirely paved. it's cracked and buckled but I've definitely ridden worse.
the point was to set a 100-mile PR, which I did by about 30 minutes, with my first sub-6 century.
