State Courts and ethical Federal Judges will decide the fate of these 'renegade' ICE agents, who are operating with impunity because of the power of the pardon, and the wider implications of the Trump policies. DoJ and the administration in general will rubber stamp flagrant murder, so a state charge is all that's left.
