In practice, it does mean when they have to choose between them, they care about the money more than people.

When someone says "I'm socially liberal but fiscally conservative" what I hear is, "I care about people, just not as much as I care about money."

in politics, whatever people have as a first priority is, in reality, their only priority. One thing matters more than everything else.
Not one single person who thinks their taxes are too high gives a single damn about the environment, racism, misogyny or anything else.
