Seems like only a delay. If they raise their bond rates, they still have to pay at a future date and risk becoming junk when they either debase the currency or take it out of somewhere else in revenues. I think maintenance of the state's capital assets and infrastructure is usually the first to go and easiest to cut, so that might indicate which path they're taking.
