A federal appellate judge has thrown out an ethics complaint that Justice Department officials lodged against Judge James E. Boasberg. The complaint followed backlash from Trump over Boasberg’s effort to halt the deportation of Venezuelan immigrants to a maximum-security facility in El Salvador.
