...For about a week now, we have been reading increasing criticism of Israeli and US policy in #US newspapers. #France, the #UK and #Canada are suddenly threatening concrete action if Israel continues the blockade and war. Belgian rectors took the lead with the joint demand to suspend the #European Association Agreement with Israel.
Many will feel that all this does not go far enough. Indeed, that resolution can be criticised.
The decision by the European Foreign Affairs Council to first "investigate" whether or not Israel is in compliance with human rights before it wants to review the association agreement is also more than cynical.

A European Commission proposal to deny #Israel partial access to the EU's €95 billion Horizon Europe research fund failed to garner the necessary qualified majority support when EU ambassadors met in #Brussels on Tuesday to discuss the issue.
If agreed, Israel would lose access to €200 millions' worth of future grants and investments in Horizon's European Investment Council (EIC) which specialises in so-called disruptive technologies.
...The Commission's motion to suspend Israel's participation in Horizon is in response to an EU report finding the country had breached #humanrights obligations in the EU-Israel Association Agreement.
After this finding the two sides came to an agreement that Israel would "substantially" increase access to civilians for food and medicine within the enclave to prevent the EU taking action for the breach.
However, the EU says there has been no material improvement for Palestinians.

“The situation has not changed,” one EU diplomat said, referring to a formal meeting of #EU ambassadors last week which also failed to agree to the Commission’s proposal. The diplomat said the issue was now in the hands of the EU’s foreign affairs ministers, who will meet informally on 29 August.
"The refusal of certain member states to take even this smallest possible step to pressure Israel, while civilians continue to be killed and starved in Gaza, is absolutely incriminating,” said Martin Konecny, who heads the European Middle East Project in Brussels.

The country became the first member to ban all weapons trade with Israel at the end of July, weeks after it declared two Israeli cabinet members personae non gratae. Fajon, a member of the EP from 2009 to 2022, said she pushed for an EU response on Gaza after a review of Israel’s cooperation agreement showed “clear” violations of international law, but member states deadlocked on reaching an agreement for taking action.
There is a sense “the whole international community failed a test of humanity,” she said.

Why then do the 700,000 Israelis residing in such settlements enjoy visa-free access to Europe? If the settlements are illegal (in occupied territories, they are), the residents of those settlements are not living in the State of Israel. Even foreigners who have visa-free access to Israel and the United States are now required to fill out an online form to enter those countries. Why not do the same in Europe for Israelis? And if an Israeli’s place of residence is in the Occupied Palestinian Territories, they should be denied visa-free access to Europe.
Similarly, if goods produced in illegal settlements are illegal products not produced in the State of Israel, why does Europe ask only that they are marked as being produced in the Occupied Palestinian Territories, and not prevent their entrance into Europe as illegal contraband?"
