Personally I read this as “you have to engage with this in terms that are legible to those in power, or they (not me) will attempt to impose direct liability on you, which is stupid and counterproductive and I am trying to stop”
(FWIW I don’t think I *agree* with her either, but we are getting pretty far afield now…)

given that she's in industry we'd lean towards "lobbyist" before looking for other labels, but that's a specific thing that can be checked (it's a matter of public record, since there's a requirement to register)

I met her years ago when she was on a panel at Computers Freedom and Privacy, maybe something NSA-related but I forget the details.
