If it can be done properly this seems like a very good idea. Of course the usual suspects are screaming ‘anti growth’, 'trade unions bad’ as loud as they can. Of course the divil will be in the details and downgrading environmental (after all we all have to live with the consequences) considerations will be disastrous. But the whining from Badenoch et all is getting even more tedious.

Andy Burnham has announced that the government will double the credit given to companies bidding for central government contracts that provide “social value” for local communities. They will be required to show how they are supporting people into work and addressing local skills shortages as part of the prime minister’s pledge to deliver “growth in every postcode”. It represents a new focus on creating jobs rather than meeting green targets. Previously social value was measured partly by meeting environmental goals. Details of the plans, which have been published by the Cabinet Office, show that employers will be rewarded for “fair working conditions” and “fair pay”. The Conservatives claimed that Labour was “rolling out a trade union checklist of anti-growth policies” and said that it would burden businesses with more red tape. Under the changes, the weighting for the “social value” that companies deliver will be doubled from 10 per cent to 20 per cent for contracts worth more than £5million. It represents a significant overhaul of the £90 billion public procurement system. The Cabinet Office has proposed companies that demonstrate “fair working conditions” and offer staff “more than the statutory minimum” should be awarded more points. It said that this could include “access to trade union representation” and “flexible working arrangements”, along with promoting “a positive workplace culture”. It also said that employers should offer “fair pay”, with more points awarded for companies that “go further” than the minimum wage of £12.71 an hour, offer “progressive” pay policies and “reward and retain staff”.
