They had arrived among record numbers of people crossing the U.S. border since 2022 and had been placed on a wait list to enter the state’s overcrowded shelter system. In Massachusetts, caseloads of families seeking shelter had more than doubled since the year before, and now there were more people waiting at Logan Airport every day and no room for them all. The state had opened new shelters in towns across Massachusetts, but none so big in a town so small as the one planned for Norfolk, population 11,000.
By the fall, Kevin had heard, as many as 405 people could be living at the prison.
