It's fair to say that it takes time. But it's also fair to say that all else being equal, companies will move their production to wherever it's cheapest.

Manufacturing was moved from anglo-European countries to Asia, mainly because authoritarian governments allowed them pay workers much less than unionised workers would accept at home.
