I'm not completely sure if I'm ubderstanding you correctly, but if you use a DE you can use something like Smile github.com/mijorus/smile and if you use a WM with Rofi you can use github.com/Mange/rofi-emoji

There are more options out there...

By default it'll depend on the WM you're using. Perty sure the common keybind is Mod4+./Ctrl+. though.
