this allows *browser administrators* to configure web browsers to not go to view source. browser administrators such as people running school computer labs, or enterprise networks.
these administrators can already block entire websites, but users have been able to work around by just going to the view-source page. this allows for blocking urls that are view source urls, so those pages can be blocked too.
THIS HAS NOTHING TO DO WITH SITES PREVENTING VIEW SOURCE.
