Without more context I agree with you until proven otherwise.
I also get we need a container for documents that: - are readable in the long run (so a content standard) - are transportable (so a file not just content in a cms) - are able to preserve both content AND layout/style - don't "feel" editable
Cynical version = pdf, where information goes to die ...
- make it a container for multimedia, being able to have video etc. - make it a container for maps (geopdf) - make it a container for just images (scan without ocr) - make it a container for websites with navigation, menus etc - make it a container for ....

Do we not already have something (aspiring to be) like this with the #epub standard? Our problem is that people have been led to believe that #pdf is the only option they have for preserving documents. More widespread use of #djvu might've also help in this matter.
