OK, I am on qoto.org, if I feel there is too much spam or something I don't like from a user / instance (domain) I can manually block that instance from my own account? One of the strengths of the fedivers is I can do JUST THAT. I can block / mute individual accounts for a set period.

I think defederation is rather extreme, unless there is known illegal or questionable content.
