Was it Cory Doctorow who noted that the only way to stop a system being corrupted is to design it to be impossible to corrupt from the outset? AI involves surrendering a HUGE amount of power, and expecting no operator ever to surrender to the temptation to tweak it for their own benefit is ludicrous

Yes I believe it was indeed Cory Doctorow @pluralistic who noted this. As I recall, he called building in those restraints "Ulysses Pacts" to prevent #enshittification.

The first post I can find in which he coined the term is this:
