I don't fucking get why no one catches the hyperbolic pun thievery of the word. Fear is like Money. It's not real. Terra is more real even if you fucking kill everything alive on the crust. They'll be brought back faster than you'll remember that you had a soul.

For a long time the claim was that it's only terrorism when non-state actors do it. If a state does it, it's not terrorism by definition.
Then the loyal dogs in the EU declared in January that an official branch of Iran's own military is a terrorist organization, so I guess the old definition is defunct. It basically just means "outlaw" or "designated bad guy" rather than having a real definition.
The etymology of the word starts with describing state actions. The French government invented terrorism as a policy; Indiscriminate, politically motivated violence.
There was a while where it obviously met and exceeded the definition in the UN Genocide Convention, but a lot of people refused to acknowledge it might be a genocide because the UN had not yet declared it to be one. The UN is notoriously slow at that kind of thing, though, especially when a powerful country wants them to be slow.

the reality is of course that terrorism is any act that is intended to modify public behavior through widespread fear. here's some examples of terror states:
