As everything else in life, getting a tattoo bears a certain risk. But for me, it's still safer than most sports. Me, i would never jump out of a perfectly working plane or go hurtling myself down a snowy mountain slope on a pair of wooden boards at high speed...
For me, getting a tattoo isn't about pleasing or showing off to others, i just like them for myself.
But yes, getting stricter regulation *and* more enforcement is a good idea.
