The European Commission has published its new Tech Sovereignty Plan. On the surface this sounds promising. Europe talks about reducing dependence on foreign tech giants, strengthening digital autonomy, and supporting open source. These are all things many of us in the #openweb world have been arguing for decades.
But when you look at where the money and attention actually go, a different picture emerges. The plan allocates vast resources to semiconductors, cloud infrastructure, AI, and data centres. Open source gets a much smaller slice of the pie, and native #openweb like the #Fediverse barely registers at all. The one notable mention is support for decentralised social media, highlighted through the Commission’s continued use of Mastodon. (Digital Strategy)
The problem is that this isn’t new, as the European Commission has already been running a Mastodon server for years. Extending account creation to more EU institutions is not a strategic breakthrough, it is clicking a button that could have been clicked years ago. If this is the flagship example of support for social communication sovereignty, then the ambition is criminally limited.
The issue is that the Commission still does not understand that social infrastructure is infrastructure. We hear endless noise about sovereign AI, sovereign cloud, sovereign chips, and sovereign data centres. Yet the FOSS code and communities through which citizens actually communicate, organise, publish, collaborate, and build are treated as an afterthought.
The result is a contradiction – Europe recognises that depending on foreign cloud providers is a strategic weakness. It recognises that depending on foreign AI companies is a strategic weakness. It recognises that depending on foreign semiconductor supply chains is a strategic weakness. Yet dependence on a handful of US-owned social platforms for public discourse apparently remains acceptable. Who needs sovereignty over communication anyway?
The #openweb blind spot is the normal long-running #geekproblem in institutional form. Policymakers see infrastructure as technical systems. Servers, processors, storage, networks. But the real value of the internet was never the hardware, it was always the social layer built on top. The #openweb succeeded because it created shared public spaces based on open standards. Email. RSS. Blogs. Forums. Early independent media. Later, federated systems like ActivityPub.
The Commission’s sovereignty agenda focuses on plumbing while ignoring the public spaces that the plumbing exists to support. Without investment in #4opens social protocols, community governance, and public communication infrastructure, Europe is building sovereign pipes that still carry people back into the same #dotcons corporate platforms.
Open source without communities is the unspoken problem. The Commission talks about open source as a strategic asset for European competitiveness and sovereignty. That’s welcome as far as it goes. But open source is not simply a collection of code repositories, it survives because communities maintain it.
The danger is that Europe treats open source as a procurement strategy rather than a social ecosystem. Buy some software, fund a few projects, write a strategy document, then assume the problem is solved.
Real digital sovereignty requires long-term investment in communities of use, admins, mods, maintainers, governance, interoperability, and public institutions that can steward shared infrastructure over decades. Even many open-source advocates point out that procurement rules, short-term funding cycles, and “open-source washing” continue to undermine the ecosystem. (FSFE – Free Software Foundation Europe). You cannot buy sovereignty off the shelf.
From an #OMN perspective, the weakness in the Tech Sovereignty Plan is that it remains trapped inside an industrial understanding of technology. Technology is not just hardware, technology is not just software, technology is social relations embodied in tools. If Europe wants genuine digital sovereignty, it needs to invest in:
Open social protocols.
Federated communication infrastructure.
Community-owned media.
Public digital commons.
Open governance.
Long-term stewardship of shared resources.
The social institutions needed to keep these systems alive.
Without this, “tech sovereignty” is another industrial policy aimed at creating European versions of existing #dotcons platforms. That may reduce dependence on Silicon Valley, but it does not necessarily increase freedom.
Beyond “sovereignty” is the deeper question – not whether Europe controls its technology stack. The deeper question is whether citizens control the systems that shape their lives. The Commission is slowly beginning to recognise the importance of open source. That’s a positive step. But as things stand, social communication sovereignty remains a tiny footnote in a strategy dominated by chips, cloud, AI, and data centres.
For the #openweb, that is the wrong way round, the future of “digital sovereignty” is not simply owning the infrastructure, it is owning the public spaces built on top of it.
Does that mean the Commission plans to exempt open source social media from the upcoming age verification requirements?
The idea of promoting open source social media is laudable and I'm grateful to hear the Commission say it, but it seems antithetical to that goal if one must use a closed-source operating system to access it.
The fundamental problem have with mastodon, and all the current "open protocol" solutions. Is that they are vulnerable to the snowball effect and manipulation.
I as a user do not control my data/account, my instance does. As instances grow they'll become more and more likely to take more and more control and eventually even command how the protocol develops. Which is exactly what happened to Email.
Mastodon needs to become decentralized, not just federated.
just hope they join the act where the talk is because their own member state banish alternative OS and force US monopoly (Google, Apple, Microsoft), and their own services run on AWS ...

Ich vermeide K.I. beim Texten, das mache ich lieber selber und ich vermeide sie »aus Jux und Dollerei« zu nutzen. Ansonsten wie Du: So viel wie nötig, um nicht den Anschluss zu verlieren, aber so wenig und so zielgerichtet wie möglich.

To keep this more Lemmy-friendly, you might want to keep hashtags out of the first line. That first line will be converted to a title on Lemmy, where the hashtags become useless.
Also for any Lemmy users reading this, they do not mean to cross post. I remember seeing people cross post it last time, that's not helping. The "share" refers to functionality Lemmy doesn't support, I believe.
And now, that the kids are asleep, here's my first analysis with almost 300 boost and more than 200 likes: #Mastodon is at 85%, in second place are #GoToSocial and #Bluesky (we can't see all the interactions from here). Seems like #Lemmy etc. are not recognized by my script, or it didn't work.
And if you want to do such an analysis for posts in the #Fediverse for yourself, here's the script I'm using now. It's much faster and easier than my old tool, which was based on Excel 😉

Man sieht deinen Account bzw. social.heise.de nicht aus den Internet mit aktuellem Protokoll. Damit kann man mit deinem Account nicht interagieren.
Denn social.heise.de ist nur auf #LegacyIP erreichbar.
Viel schlimmer sind Instanzen wie @Mastodon denn diese sieht man zwar, aber man kann nicht mit ihnen Interagieren z.B. Folgen weil der Request (Ausgehende IPv6 Verbindung) nicht möglich.

Mastodon.social nutzt #Kubernetes und die verwendete Management Platform kann aktuell kein Dual Stack für die Pods/Container, sofern ich das mal richtig nachvollzogen hatte.
The Fediverse is not growing in terms of active users. It's been shrinking since 2022 with a few small blips, but it's smaller today than it was this time 2025, and smaller in 2025 than it was in 2024, both in total numbers and by number of instances.
Posts like this are also a great natural experiment to see about reply propagation. For example:
When I first checked here on neuromatch I saw 25 posts (your original posts, 14 replies, and a few more deeply nested). 2 relies said they were from lemmy, one mentioned GoToSocial. "Fetch all replies" brought in a few more replies.
your original post on social.heise.de has a couple more, including one from somebody on Mbin.
Meanwhile on piefed.social there were a total of 15 posts, most of which are also on your profile, but some aren't. There posts from somebody saying they're on Piefed (as well as the posts from Lemmy, and Mbin ). So it seems like there a bunch of posts from here that aren't making it over there
And i didn't see it in lemmy.ml fediverse community. Maybe try fediverse @ lemmy.world instead?
fediverse @ lemmy.world doesn't like this kind of posts, there is a mod who will block the, even if they have like 200 likes. That's why I won't post them there. Sadly I don't even see the likes right now via API from here, there seems to be something broken. I'll add them manually later..
I also just checked on this from my GoToSocial instance (using Phanpy as the UI). It's got the same direct replies to you, but a lot fewer of the replies-to-replies and more deeply nested posts. It's hard to know how much of that is because of the lower connectivity of the instance (I don't follow all that many people from there) and how much is software differences in terms of which posts get fetched.

Yeah, maybe that was too much wishful thinking, you're right. My impression didn't come from such stats (that show what you're describing) but from the fact, that there are still more platforms joining the Fediverse and growing it. But #BridgyFed and #Ghost who have added a bunch of active accounts are also not that new anymore...

I understand that it totally sucks for a Social Network to be down for almost a day. People may be put off and not want to use Friendica anymore. Or our instance at least. But our instance has been very reliable for the past years and I always email people to tell them about updating it, so they are aware such things can happen.
Also, our budget for TROM.tf is around €0, compared to the billions floating around Facebook and the like. So please understand that.

No worries, some of us enjoy Friendica and TROM.tf for reasons that a day's worth of downtime couldn't sway. And I'd like to think there's more folk around here than just me who very much appreciate the hard work you and your team put in on our behalf. Plus, there's only one thing that could ever drag me away from this instance, and we all know I just can't be trusted to do the upkeep on one of my own.
