First of all what is “culture”?
We humans have borders that divide us into tribes. The rules of the division are not always clear. Language? But USA and Australia speak the same language…
Same is the case for South Africa, England, Sudan, Botswana, Nigeria, Singapore, Namibia or Ghana. And some 100 more tribes:
French? Some 50 tribes speak French!
The fact is that there are many tribes that speak the same language yet their cultures can be totally different.
So what makes a “culture” is a soup of traditions, beliefs, religion, food, knowledge, art, clothing style, humor, sport, and so on.
A cluster of values that makes a group of people a bit different from another.
In that sense cultures are not only limited by borders and tribes, but they can form around a topic of interest such as gaming, movies, even celebrities.

in reply to TROM • • •Culture is downstream from race. This is why all European peoples, be they in US, Australia, or elsewhere have similar cultures. Africans everywhere also have cultures more similar to each other than to Europeans.
Although people may mimic or adopt cultures of another race, they cannot create or improve those cultures. Culture is created amongst a homogeneous population. Some people are capable of producing high culture and civilization from it.
Culture is lost when it is mixed into other cultures. If you take all the colorful crayons in a box and melt them together, you get an ugly grey.
