New Year Message from the Anarchist Communist Group

The Anarchist Communist Group sends its revolutionary best wishes and solidarity for 2024 to all our supporters, readers of our website and publications, and to all those who we have collaborated with in various activities over the past year.

This coming year will undoubtedly prove to be as ‘interesting’ a year as 2023. All the problems created by capitalism, the state and patriarchy are ripening even more. We have cost of living crises, further degrading of existing infrastructures, the drive to war which threatens to escalate from regional to world war, the deepening climate crisis signally and wilfully not addressed by either the Sunak government or by COP28. These are among many other problems.

Here in the UK we had the biggest strike wave seen for decades, with hundreds of thousands involved in industrial action, many for the first time. Yet practically all of these strikes ended in defeat and in pay deals still below the rate of inflation. The trade unions signally failed to deliver, actively sabotaging struggles. One sign of hope was the action of workers on oil rigs in the North Sea. They organised a strike committee, independent from union structures, and carried out two wildcat strikes across 19 rigs. This brought results, with new collective bargaining agreed this December. The trade unions attempted to deter workers taking wildcat action, and then, typically, claimed credit for the victory! The North Sea workers provided a shining example of how strikes can be fought successfully. These lessons need to be noted by any workers going into struggle. They must rely on themselves, creating their own independent organisations such as strike committees and mass assemblies.

Two cheeks of the same arse

This year will see an election with Labour likely to win and a loss of many Tory seats. This comes amidst a failing rail transport system, a health service on life support, the literal collapse of school buildings and the fat cats of the water companies enriching themselves whilst pumping sewage into rivers and the sea. This is accompanied by a looming recession, rising inflation, lack of job security, and increasing poverty and homelessness.

But if you thought that Labour will address these problems, then you’ve got another think coming. The Starmer shadow cabinet has made it clear that it will not protect the NHS, will be tough on immigration, promote fiscal conservatism, will not increase the minimum wage, will not defend the pension triple lock and will not deprivatise the water companies whilst disapproving of workers on picket lines. A disapproval which, once in power, will become outright attacks upon strikes.In addition, it will do nothing to stop the Rosebank oilfield, at a time when it becomes more essential that reliance on fossil fuels needs to be drastically reduced. Its support for Israel and the USA will continue.

A Starmer government will be worse for the working class than the Blair government because the British economy is in a far sorrier state than in 1997. Starmer has said that he is happy to be branded a fiscal conservative, and will not spend on the NHS and other public services. Like previous Labour governments, the Starmer administration will attempt to break strikes, will do nothing to help solve the climate crisis, will continue with bellicose foreign policies, and will threaten civil rights, using legislation already put in place by the Tories that it will signally fail to repeal.

That is why it is essential that we create a resistance movement in both workplace and neighbourhood, a hard task but one that needs to be tackled.

It’s Too Darn Hot

The Sunak administration has launched an all-out attack on net-zero policies with a slew of bizarre scare stories in the media, with a removal of plans to tax uninsulated buildings, the afore mentioned approval of Rosebank, the delaying of the phase-out of petrol and diesel vehicles by five years, amongst other policies detrimental to the planet. As we said above, Labour if elected will do little to reverse this situation.

Even more laughable and at the same time more tragic, has been the recent COP28 conference, hosted in Dubai by the United Arab Emirates, a main oil producer, and presided over by Sultan al-Jabr, head of the UAE state oil company. This was a conference attended by at least 2,456 fossil fuel lobbyists, and where the UAE took the opportunity to make deals of £175 billion for their oil industries! The conference, not surprisingly, achieved less than nothing.

War, What It Good For?

The Biden administration has approved $150 million sales of arms to Israel. This is happening in the context of Benjamin Netanyahu, the Israeli prime minister, calling for the seizure of the Philadelphi corridor, a buffer zone between Gaza and Egypt, and declaring that the Gaza offensive will last “for many months.” It re-affirmed this on the last day of 2023, stating that the war would last through the whole of 2024.

The Israeli war cabinet has declared that it is engaged in a “multi-front” war. Yoav Gallant, the Minister of Defence, described these fronts as Gaza, Lebanon, Syria, the West Bank, Iraq, Yemen, and Iran. Israel is preparing for war on Hezbollah there, only deterred for the instant by US pressure. However, Netanyahu is discredited at home, so may go for an escalation of war, which would close down domestic criticism and delay calls for early elections and his resignation.

Netanyahu has often stated that he is ready to take on Iran. So far, Iran has acted through its proxies in the region-Hezbollah, Hamas, the Houthis in Yemen, and Tehran-alllied groups in Iraq and Syria. These have all been armed, trained, and supplied by the Iranian theocracy. Iran has preferred an arms-length strategy, using its allies without directly involving itself in the conflict. So far.

However, the continuing slaughter of Palestinians in Gaza by the Israeli Defence Force – more than 21,000 as we write- is putting pressure on both Iran and its regional allies. The attacks by the Houthis on marine transport in the Gulf thought to be supplying Israel is one sign of this. Another sign is the Hezbollah shelling of Israel. Here the Netanyahu administration may rapidly open up another front to create a buffer zone in Lebanon. Another member of the war cabinet, Benny Gantz, has intimated that this might happen.

A former Israeli prime minister, Naftali Bennett, writing in the US paper the Wall Street Journal, declared that the “evil empire of Iran” must be brought down. He expresses the views of many in both the US and Israeli administrations. This echoes the rhetoric around previous foes like the Soviet Union and the Saddam regime in Iraq.

Israel has undertaken strikes in Syria against Iranian commanders there, the latest being the targeting and killing of Sayyed Razi Mousavi, a senior military official in the Iranian regime, and of 11 senior members of Iran’s Revolutionary Guard at Damascus airport. On November 8th, the US Air Force undertook an attack on a weapons storage centre of an Iranian-backed militia in Syria. On the last day of the year, the US destroyed three Houthi boats.

At the same time, the war intensifies in the Ukraine, with both sides exchanging bombardments. More civilian casualties, more destruction.

Both these battlegrounds risk escalating beyond the regional. Capitalism is threatening more and more carnage as the result of inter-imperialist rivalries.

The escalation to war, the degrading environment, the attacks on the working class worldwide through wage and social wage cuts, the increasing poverty of many, should be countered by the vision of a new society, one without classes, without borders, without wars, without oppression and inequality. Militantisme handi : Les Dévalideuses, à l’assaut du validisme

Depuis 2019, le collectif Les Dévalideuses s’attaque à faire vivre les luttes handies-féministes. En septembre dernier, les militantes ont organisé une action de blocage au métro des Invalides qui a fait grand bruit. Retour sur cette action dont l’organisation permet de mettre en avant les enjeux d’accessibilité des luttes.

Le 17 septembre dernier, les Dévalideuses organisaient une action de blocage de la station de métro Invalides à Paris, pour dénoncer l’inaccessibilité du métro parisien, et plus largement de l’ensemble de la société. Cette action s’inscrivait dans le cadre d’un week-end de séminaire des Dévalideuses, premier et pour l’instant unique moment où les membres de ce collectif, qui existe depuis plus de 5 ans, ont pu se réunir en présentiel. C’est l’occasion de s’interroger sur l’impact de l’inaccessibilité de la société, comme des milieux militants, sur les luttes antivalidistes.

Des parcours militants semés d’obstacles

Le validisme désigne l’oppression structurelle subie par les personnes qui ne sont pas « valides », c’est à dire qui ne correspondent pas aux normes de capacités physiques, sensorielles, psychologiques ou émotionnelles imposées par la société. Depuis plus de 50 ans, des militant·es antivalidistes se mobilisent pour dénoncer les discriminations et la ségrégation qu’iels subissent et faire valoir leurs droits. Pourtant, ces luttes restent peu connues du grand public.

Le validisme est par ailleurs très lié aux autres rapports de domination, le capitalisme, le patriarcat et le racisme notamment. Pourtant, alors qu’on estime à 10 % la part de personnes handies dans la population, peu d’entre elles s’investissent dans les syndicats et autres contre-pouvoirs.

C’est qu’il faut d’abord prendre conscience de tous les freins rencontrés par les militant·es handi·es, pour pouvoir s’organiser et mener des actions dans une société qui leur est particulièrement inaccessible. Comment se réunir ou participer à des manifestations quand les transports, les lieux susceptibles d’accueillir des réunions et l’espace public en général, ne sont pas adaptés aux personnes à mobilité réduite ? [1] Comment communiquer avec des outils qui ne sont pas accessibles aux personnes sourdes ou aveugles par exemple ? Comment s’organiser face à l’exploitation quand on travaille en ESAT (Établissements et services d’aide par le travail) et qu’on n’a le droit ni de se syndiquer ni de faire grève ? [2] Il faut enfin prendre conscience des risques accrus, pour les personnes handies qui se mobilisent : risques graves sur la santé par le Covid dans des espaces où les protocoles sanitaires sont abandonnés ou peu suivis, risque d’être privé·e de soins ou de la présence de son auxiliaire de vie en cas de garde à vue…

Repenser les modes d’organisation

Les militant·es antivalidistes font souvent le choix de la non-mixité, comme c’est le cas pour les Dévalideuses. Pour toutes les raisons qui conduisent les militant·es féministes ou antiracistes à le faire, mais également parce qu’un travail indispensable d’adaptation des outils, du fonctionnement et des modalités d’action est nécessaire pour tenir compte des besoins d’accessibilité de leurs membres, qui peuvent être très divers.

Les Dévalideuses, c’est actuellement une quinzaine de membres actives, et beaucoup de demandes d’adhésion laissées en attente. Pourtant la volonté de s’agrandir et de massifier est bien présente. Mais à chaque nouvelle adhésion se pose la question des besoins de la nouvelle adhérente, et du travail à accomplir pour lui rendre le collectif accessible, ce qui peut parfois conduire à des changements importants d’outils ou de modes de fonctionnement interne. L’ampleur du travail qui doit ainsi être fait est à l’image de l’inaccessibilité de la société et des milieux militants ordinaires.

Depuis les années 1970, les militant·es antivalidistes se trouvent souvent contraint·es à des actions menées par un petit nombre, qui doivent prendre un caractère spectaculaire pour pouvoir aboutir : grèves de la faim, blocages et occupations... (par exemple le 504 sit-in en 1977 aux États-Unis [3], ou les blocages de train et avion menés par Handi-Social à Toulouse en 2018 [4]).

Recette pour une action antivalidiste réussie

L’action des Dévalideuses au métro Invalides a nécessité un important travail de préparation, sur plus de 6 mois en amont. Il a fallu trouver le moyen pour qu’un maximum de monde puisse venir, se loger, et participer à l’action en minimisant les risques. Il fallait aussi s’assurer de la portée médiatique de l’action puisqu’il était difficile de pouvoir compter sur une participation de masse comme sur la possibilité de faire durer le blocage.

Et de ce point de vue, cette action a été une réussite, et un exemple inspirant. Alors que c’était une première pour le collectif, mais aussi individuellement pour la grande majorité des participant·es, tout avait été minutieusement préparé en amont : repérage et transmission d’infos sur l’accessibilité, distribution des rôles, protocole sanitaire, communication, contacts presse, … Et la presse était effectivement bien là, ce qui a permis une visibilité médiatique importante.

À cette visibilité s’est ajoutée celle sur les réseaux sociaux, espace privilégié de militantisme pour nombre de personnes qui n’ont que difficilement accès à l’espace public. Et les retombées pour le collectif sont très prometteuses : les Dévalideuses ont reçu des centaines de messages de soutien, d’encouragement et de remerciement, et presque autant de personnes se sont signalées volontaires pour participer à d’autres actions de ce type. Un nouveau défi pour ce collectif qui depuis travaille d’arrache-pied à un changement d’échelle.

L’engouement qu’a reçu cette action, en particulier parmi les personnes concernées par le handicap révèle qu’il existe une envie et un besoin importants de défendre leurs droits et de lutter contre l’oppression qu’iels subissent. À nous, dans toutes nos luttes, de travailler à ce qu’iels y trouvent leur place !

[2] En France, 120 000 personnes travaillent en ESAT mais sont considérées comme des « bénéficiaires » et non des salarié·es. Le droit de se syndiquer et de faire grève ne leur a été accordé que récemment, en novembre 2023 dans la loi « pour le plein emploi », qui attaque par bien d’autres aspects les droits des travailleurs et travailleuses handicapé·es. Nous y reviendrons dans un prochain numéro !

[3] 150 personnes ont occupé pendant 28 jours le bureau du Ministère de la santé à San Francisco, pour exiger l’application de l’article 504 de la loi sur la réadaptation prévoyant l’obligation d’accessibilité des espaces ouverts au public.

[4] Une quinzaine de personnes handicapées ont mené plusieurs actions, bloquant le départ d’un train et d’un avion pendant quelques heures, ainsi qu’un convoi Airbus pendant 24h, pour dénoncer l’inaccessibilité des transports et demander le retrait de la loi ELAN. Iels ont par la suite été ensuite poursuivi·es et condamné·es lors d’un « procès de la honte », dans des conditions indignes révélant l’inaccessibilité de la justice.
